I am much obliged to you for your letter

of 13th instant on the subject of the abolition of

foreign post offices in china.

I have consulted confidentially the members of my Committee who are wanimous in thinking that subject to the sonditions named in your letter there is no reason why forsign Post Offices should not be

abolished. They think, however, that the change should be made gradually, beginning with the Post uffices in the less important Forts, leaving their

abolition in Shanghai to take place last.
